Council Discusses Participation in Construction of New NTECC Building

The North Texas Emergency Communications Center (NTECC) is the consolidated public safety dispatch center shared by Addison, Carrollton, Coppell, and Farmers Branch. NTECC currently leases space from CyrusOne in Carrollton and there is one 5-year renewal remaining on the 15-year lease, which expires in April 2029. The four city managers of the participating cities sit on the NTECC Board of Directors and recently requested a space planning analysis from NTECC’s Executive Director Terry Goswick.

The analysis evaluated expanding at the current location, relocating, remodeling an existing space, or constructing a new facility. It revealed that the total costs associated with constructing and operating a new facility would be roughly $25 million less than leasing over the next 30 years.

In line with the current NTECC Operating Agreement, the cities would collectively share the design and construction costs of a potential new facility, which is estimated to be $20 million. Addison's share will be approximately 17% of the total cost. To fund the Town's portion, staff recommended to Council issuing $3.4 million in Certificates of Obligation. Council will consider action on this item at a future meeting.
